According to this USAToday article airports are setting up free short-term parking for people to wait for arrivals.
There is a lot of congestion at the arrivials/departures gates, and planes are often delayed, so people waiting for arrivals often stack up like those platelets in the cholesterol commercials, clogging the airportly arteries and being security risks. Cops shoo the waiters away, so they circle back and park again like flies on my barbecue (to mix metaphors, but barbecue adds to cholesterol so maybe it's not too bad), adding to traffic as well as clogs.
So O'Hare and Dulles (among other airports) have opened free lots for people to wait. When the expected passenger is allowed to use his or her cellphone, a quick call to the waiting driver summons the car to the pick-up area. Some lots have free WiFi, some have info boards showing arrivals and delays, and so on.
USAToday's Web page has a table of airports and their cellphone lots' locations and amenities. I'm sure we'll all think of other uses for the free parking.
