Industrial Relations in Guadeloupe

 

An article on the European Industrial Relations Observatory On-Line is from 2003, but it points up the problems we encountered in our trip to Guadeloupe in 2005. The union representing government workers is extremely militant and has caused work stoppages and riots in Pointe a Pitre.

 

As we have noted elsewhere, Accor has pulled out of Guadeloupe, citing unqualified help and workers who were "aggressive" towards guests. Because local private industries have failed, the government has taken over some services with resulting corruption (both government bureaucrats and labor officials) and union enlargement.

 

The intractable problems are high unemployment, expectations of lifetime employment or welfare, and declining tourism (due in part to competition from neighboring islands such as Cuba).
