According to this site, there used to be a federal Rule 240 that governed passenger rights if they were bumped. The feds have dropped the rule, and airlines have made up their own.
If your flight is delayed or cancelled through the fault of the airline, or if you miss a connecting flight through the fault of airline, you have rights. They vary from airline to airline, so the author of the page thoughtfully links to his summaries of the Rules 240 for several airlines.
According to the author, a copy of the airline's Rule 240 should be available at every ticket counter, but he assures us this is sometimes not the case. By printing out a copy of the rule to show the agent, you may get the meal voucher, hotel room, phone calls, and other accommodations the airline promises but doesn't tell you about.
